Governor Roy Cooper signs SB 291 QRIS/Star Rating System Reform into Law

Earlier this year, Representative Ashton Wheeler Clemmons filed HB 344-QRIS/Star Rating System Reform to strengthen the childcare system in North Carolina. Today, she will stand with Governor Cooper as he signs the identical Senate companion bill, SB 291, into law.

Senators Jim Burgin (R)-District 12, and Jay Chaudhuri (D)-District 15, co-chairs of the Early Childhood Caucus founded by Representative Clemmons, along with Senator Joyce Krawiec (R)-District 31, are the primary sponsors of SB 291 QRIS/Star Rating System Reform.

 This bill will task the Child Care Commission to create recommendations for changes to the rating system, including an alternative pathway for licensed programs to earn equivalent stars through national accreditation organizations. The Quality Rating and Improvement System will continue to assess, improve, and deliver a high level of quality in childcare and education programs while simultaneously creating viable solutions so that children can access high-quality early childhood education.
