U.S. Department of Agriculture (USDA) Rural Development  Under Secretary Xochitl Torres Small announced, in Wilson, that USDA is providing $28  million to improve access to jobs, health care and infrastructure for people in historically  underserved communities in North Carolina across the Rural Partners Network (RPN).
